>Returnees need negative test results


Chinas top health authority said on Wednesday that people intending to travel home to rural areas during the upcoming Spring Festival holiday must provide negative novel coronavirus test results taken within seven days of embarkation as part of measures to cope with rising risks of the virus spread in winter.


About 1.7 billion passenger trips are expected during this years 40-day travel rush around Spring Festival, which falls on Feb 12. That is down by 40% compared to 2019, before the emergence of the virus, but a 10% increase on last year, according to the Ministry of Transport.


The projected daily passenger trips – about 40 million a day – are double the current volume, putting the countrys disease control work to the test, the ministry said.


According to a notice released on the website of the National Health Commission, people returning to the countryside should also isolate themselves at home for 14 days and take nucleic acid tests every seven days.

>2020 FDI rises 6.2%


In a year ravaged by the COVID-19 pandemic, China has managed to overcome challenges and maintain its appeal to foreign investors, official data showed Wednesday.


Foreign direct investment (FDI) into the Chinese mainland, in actual use, expanded 6.2% year-on-year to a record high of 999.98 billion yuan in 2020, the Ministry of Commerce (MOC) said. In US dollar terms, the inflow went up 4.5% year-on-year to 144.37 billion dollars.

Foreign investment in the service sector came in at 776.8 billion yuan in 2020, up 13.9% year-on-year and accounting for 77.7% of the total.


A total of 38,570 new overseas-funded enterprises were established last year, meaning an average of more than 100 firms set up every day.


Major FDI sources also remained stable.


The top 15 countries and regions investing in China saw their investment expand 6.4% year-on-year, taking up 98% of the countrys total FDI.


Among the major investors were the Netherlands and Britain, whose investment in China rose 47.6% and 30.7% year-on-year, respectively, MOC data showed.

>Draft focuses on education in the home


Parents or guardians should not use violence as a way to teach children lessons, a draft law said.


The draft law was presented to the Standing Committee of the National Peoples Congress for first reading on Wednesday. The draft family education law also said they should not discriminate against children based on their gender or physical condition, or coerce, lure, incite or use minors to violate laws, regulations or social morality.


Parents and guardians shoulder the primary responsibility to educate children, while the government, schools and society should offer support for family education, the draft said, adding that the country should intervene when necessary.

>US rejoins Paris Agreement


US President Joe Biden on Wednesday signed an executive order returning the United States to the 2015 Paris Agreement on climate change.


Hours after being sworn in as the 46th President of the United States, Biden signed in the Oval Office an executive order that returns his country back to the Paris Agreement on climate change, reversing his predecessor Donald Trumps decision to abandon the deal.


“We are going to combat climate change in a way we have not done so far,” he said before the signing.


Joe Biden on Wednesday also reversed the US process of withdrawing from the World Health Organization (WHO).


According to media reports, Biden picked Anthony Fauci, the nations top infectious disease expert, to lead a US delegation at the WHOs annual meetings later this week.
